In 1989, Chad Sexton, a former member of Unity, reached out to invite Hexum to join his band, Fish Hippos, to which Hexum agreed.

Hexum returned to Omaha to help form Fish Hippos, and during a performance, they announced their new name: 311, which references the police code for indecent exposure. The band initially consisted of Hexum on vocals and guitar, Sexton on drums, Jim Watson on lead guitar, and Aaron Wills on bass, later replaced by Tim Mahoney. In 1992, Doug Martinez joined as a turntable artist and vocalist.
Their first release, the 1989 EP “Downstairs,” was recorded in Hexum’s basement using cassettes and was characterized by rough guitar sounds and unpolished distortions.
